Political Update: Disabilities and Emergency Planning

The National Council on Disability is recommending major changes in the way federal, state and local governments develop emergency management practices for people with disabilities. In a report titled "Effective Emergency Management: Making Improvements for Communities and People with Disabilities," some of the council's recommendations include:

  • Hiring disability coordinators at regional offices of the Federal Emergency Management Agency
  • Assigning a state official to handle disability and disaster issues
  • Expanding disaster recovery funding to cover disability issues, including healthcare disruption, loss of durable medical equipment and caregiver support expenses
  • Conducting evacuation plans that include people with disabilities
  • Creating working groups to review and revise local emergency operations and recovery plans
